OSH coordinator on the construction site: when you need one and what they do

The client must appoint a safety coordinator for every construction site where more than one contractor works. The coordinator aligns the work from a safety perspective, prepares the OSH plan, inspects the site and can stop work in the event of danger. We provide coordination throughout Slovakia.
When a construction project must have a safety coordinator
Construction is one of the riskiest sectors. A construction site is a workplace that changes from day to day: activities, machinery and technological procedures alternate, and several contractors often work there at once. That is why the law requires safety coordination.
The client must appoint a safety coordinator for every construction site where work will be carried out by more than one employer or more than one self-employed person who is not an employer (Section 3 of Government Regulation No. 396/2006 Coll.). This applies to a family house just as much as to a hall or an apartment building.
Note: the coordinator is appointed by the client, i.e. the person at whose initiative the construction is carried out. The contractor who physically builds the project is not responsible for the coordinator. In practice, clients often confuse this.
Who can be a safety coordinator
A safety coordinator can be a natural person authorised to act as a site manager, a natural person authorised to carry out construction supervision or a safety technician (Section 6 of Government Regulation No. 396/2006 Coll.). However, a site manager may not be the coordinator on a site where they also act as site manager.
What an OSH coordinator does
OSH plan
Prepares or adjusts the occupational safety and health plan according to the project documentation and technological procedures.
Prior notice
Prepares the notice for the Labour Inspectorate if the project requires it and makes sure it is displayed on the site.
Briefing people
Before work starts, briefs everyone on the site on the OSH plan, including new subcontractors during construction.
Coordinating work
Aligns work carried out simultaneously or in sequence: access routes, material storage, waste, access to workplaces.
Inspections
Planned and unannounced inspections of compliance with the OSH plan, working procedures, the condition of equipment and site access.
Intervention in case of danger
If safety, health or life is at risk, can interrupt or stop work, carry out a breath test and remove a person under the influence of alcohol.
OSH plan and prior notice
The client must provide an occupational safety and health plan before the site is set up. It is based on the project documentation and technological procedures and sets OSH conditions for individual works. Compliance with the plan is a prerequisite for completing the project on schedule and without accidents.

How OSH coordination works in practice
Before work starts, the coordinator or site manager must brief everyone who will work on the site on the OSH plan. When a new subcontractor joins during construction, they must be included in the OSH plan and briefed on it. This is often forgotten – which is one reason why a project has a coordinator.
Inspections take place in two ways: planned together with the site manager, construction supervisor, contractor and subcontractors, or unannounced. A site prepares for an announced inspection, so serious breaches are most often discovered during unannounced inspections.
The coordinator walks through the site accompanied by the site manager, carries out a breath test if necessary, points out shortcomings on the spot and determines how to remedy them. The inspection is recorded in the construction log.
The most common shortcomings on construction sites
unsecured site entrances
not using personal protective equipment: helmets, suitable footwear, high-visibility vests (shorts in summer are no substitute for PPE)
untidiness – even on a construction site everything must have its place, and access to the gate must not lead over bags of cement
alcohol – absolutely unacceptable on a construction site, whether it is a morning “shot to warm up” or a beer at lunch
Serious shortcomings can even lead to work on the site being suspended until they are remedied.
Labour Inspectorate fines
The coordinator does not impose fines. Inspections and sanctions are the responsibility of the Labour Inspectorate, which can visit a construction site just like any other workplace. Under Act No. 125/2006 Coll. on labour inspection it can impose fines for, for example:
